Chairman of MEQA 2nd Annual Congress Message:
During the inaugural and historical 1st Congress which took place last year in Dubai, various seeds were planted in support of the growth and development of the academic debate, empirically based research in quality and related topics.
The 1st Congress was blessed with the presence of some of the world’s most known and respected gurus and has had the official endorsement of the International Academy of Quality. I am therefore proud to announce that the MEQA Congress is now officially recognised as the most important platform for the debate of quality and related issues in the Middle East Region.
It is our intention to build on the existing momentum and to continue to grow the flow of ideas, information and learning as quality and excellence become more embraced by various countries in the region and original thinking becomes more available for sharing and wider dissemination. This year’s title is “Creating Architecture: Responsibilities, Challenges and Strategies”. We have deliberately kept the theme broad in order to encourage the cross fertilisation of ideas coming from scholars, academic thinkers, serious researchers, practitioners and consultants. As such, we have a comprehensive number of tracks which cover all sectors of the economy and highlight the importance of a wide variety of factors that affect the successful implementation of quality and excellence.
We strongly encourage all of you to actively support the growth and development of quality and excellence thinking and its application by submitting a paper for consideration and by registering your attendance at this 2nd Congress. It is only by widening the participation of everybody and encouraging the sharing of original thinking and original experiences that the implementation of quality and excellence can be properly enabled and usefully guided. Let us not forget that the end goal is to support the growth and development of our region’s economy.

The Purpose of the Congress
The architecture of quality and excellence deals with a set of systems, arrangements, resources and processes through which an organization creates a new and bright future for itself. Lessons from the industrial countries explicitly suggest that it is the architecture of quality and excellence that differentiates a successful organization from others. How can organizations operating in the Middle East create a solid architecture or at least foundations based on the tenets of quality and excellence? The MEQA 2nd Annual Congress will provide an international forum to address the various dimensions of this critical question facing organizations in the Middle East. Keynote addresses, research papers, case studies, practitioner viewpoints, poster presentations and submissions from doctoral students will be invited to this Congress.
Academic researchers and practitioners are kindly encouraged to submit papers for presentation. The papers are expected to be an amplification of the Congress focal theme: Creating Architecture of Quality and Excellence in the Middle East: Responsibilities, Challenges and Strategies in one of the following tracks:

Call for Papers
Those who wish to present a paper/join a panel discussion, are required to submit their abstract in 100 words along with a brief resume (100 words), contact details & passport size color photograph. All papers should be typed on the A4 size in Microsoft Word Format in Times Roman, font Size 10 and sent on a CD or by e mail.
The paper abstract and the brief resume are required to be e-mailed to MEQACongress@hbmeu.ae by December 30, 2007.
The last date for submission of papers is January 30, 2008.
